I have not used this app, but if you can configure the video compression pick a hardware accelerated AVC or HEVC codec. For Intel that is QuickSync Video (QSV). For nVidia it is NVEnc.

An alternative app is OBS Studio.

Okay. I think It is the default Microsoft Screen capture app I think. I think they develop it, preinstalled on windows. I like it for mostly just picture screenshots, not screen recordings. But it does both and i use both.

But I checked, couldn't find any settings for that. Could the intel settings be relevant?
Otherwise Ill look into OBS Studio.

Yes, I just confirmed, there is no setting to choose the video compression and quality. Switch to OBS Studio is much better and free. Make sure you select QSV AVC or QSV HEVC compression for Intel hardware acceleration.

Okay I'll check it out. Although I wonder why my computer or snippet tool was doing that with the glitchiness. Does it do it for you when you test record a video? If you get a chance

I guess it uses some software compression and the CPU cannot cope with the screen resolution (video size) and frame rate at the default bitrate, so it produces artifacts. That's why I suggested to use hardware acceleration, so let the graphics card do the compression much faster and without artifacts.

Unless there is a newer version allowing hardware acceleration, the only solution is to use a different capture application, such as OBS studio.

Yes. But Windows apps are not famous for their range of features. They are there for basic tasks and convenience. Newbies just use them without having to download a third-party application. Us more advanced users usually download another application with more features. So in our case, Snipping Tool until recently could only capture static images (aka screenshots). Later the ability to also capture video was added, but at the very basic level, not any control over quality, not any choice of compression. For any advanced stuff you need a third-party application such as OBS Studio.

Before learning about OBS Studio, I used Techsmith Snagit to capture video from my screen. My old nVidia Geforce 610 card would struggle and produce a low quality video of a portion of the screen at 15fps. I wouldn't dare to capture the full screen, it would be 1-2 fps. I did have a selection of compression but no hardware acceleration back then.

There are a couple of other applications, used mostly for capturing game videos, but I now find OBS Studio the best with the right configuration, of course. For capturing videos from games you can also use the AMD or nVidia built-in tool, don't remember how they are called since I don't use them.
