Sometimes I can't power cycle/reboot - box is hidden

Hi all, HH

Sometimes:

Press Win key
Press power button
Sleep/ShutDown/Restart pop up populates behind the other pop up

You can see it peeking out from behind the first one in the pic. Clicking on the desktop causes the Sleep/ShutDown/Restart pop up to disappear. How to handle this?
