In the top right split screen, is it possible to make the pane on the right the big one? (without re-sizing manually)

I'd say no, unless you use Power Toys/Fancy Zones.

Wow, cool tools! I have bookmarked the links to play some more! I also think that the simple tool in the pic in the OP would benefit from sliders to shift the boundaries between the panes.
