Your post at HP, perhaps the BIOS update isn’t trying to unpack on the USB, perhaps it’s trying to unpack on one of the C Drive partitions. I really don’t know.
I would suggest you make a post about it in this forum, possible in the DIY forum section.

The Samsung T7 has a USB Type-C port on one end. It's a USB 3.2 Gen 2 (10 Gbit/s). You will get the fastest speed from it if you connect it to a USB 3.2 Gen 2 port on the computer.
Note you can't always tell what the speed is for a USB-A or USB-C port by looking at it. You might have to look at the specs.
I tested an external SSD with my other laptop. The laptop has USB 2.0, USB 3.0 and USB 3.1 ports.
Note I had to switch out the USB-C to USB-A cable for the enclosure. With the original cable plugged into a USB 3.0 port I was only getting USB 2.0 speeds. When I used a different cable I got the expected speeds.

Type-C just like Type-A ones can be either 5Gbps or 10Gbps. It looks like for the OPs computer two of the Type-A ports are 10Gbps.
BTW, for my desktop only two of its ports are 10Gbps ports and they are USB-A. On the other hand my cheap laptop only has one 10Gbps port and it is a USB-C. Unfortunately, my much more expensive gaming laptop has no 10Gbps ports.
