Getting straight to the point, whenever I start up my laptop...
  1. It does not play the Windows 11 startup sound; it just remains silent. (Started very recently)
  2. When it reaches the lock screen, the UI appears as normal, disappears for about 1-2 seconds, then reapers. (Has been the case since my upgrade to Windows 11 from Windows 10)

These are more or less minor, but I'd like to fix them if position. Specs listed below.

Do you use the default startup sound, which is very low by the way? If you had a custom sound they sometimes get reset on a new Windows build and you have to select your custom sound again. I assume you already have the play start up sound option selected right.

Yes, I have it enabled and set to the default sound. I have never used a custom tune as I kind of like the default one.
