As for Edge go to its settings then system and performance then system and try these settings,

Also check task manager- startup apps, and check windows settings-apps-startup, to see what's showing there.

You can also check the startup folder. Right click start- run and copy and paste shell:startup in the open field and select ok.

Do they open Fullscreen or just in the task manager?

Note that web apps are just Edge's shortcuts, like Netflix or Outlook, so when they are running, Edge is running.

also, i always close all my apps before shutdown/ restart

also, its not just on boot, they also open after I shut my laptop lid for a period of time and reopen it

If your issue is with Edge this setting is what reloads pages from last session. Turn it off.

@dacrone is correct. If you close EVERYTHING before shutdown or restart, its scheduled.
Questions- when Edge opens at startup, does it go to a particular site OR is it a blank tab? If it goes to a site, is it a site that you have visited OR is it a blank tab. If it goes to a site and it's the same every time, what is the site?
