Static IP Addresses in Win 11 Pro

Our SOHO network has been around for along time (Win 7) with my desktop also dong double duty as file server and print server. So networking has some challenges. Normally, on my laptops, I plug in an ethernet cable .... but on occasion, aka college football season, I been known to wonder about. We also have some / large expensive multi function devices which have static IPs the over 200 range so we have reserved the >200 digits for their usage. We also have had an occasional issue with people (and that includes employees as well as family members) deciding to update all their game files which tends to impact out ability to get work done.

I was hoping, rather than discuss the reasoning, I would like to understand why I was unsuccessful setting the last digit to what I confirmed was an open spot in the list. It wound up at 238 instead of any of the 3 open spots. I could see the assigned number in properties and I had to get some other things done before it gets too late. Replaced a dead on MoBo LAN component with a new WiFi card w/o an issue (Win 7 Pro box) but the new laptop no luck. It showed that it wa smanually set to 5 but after several attempts, kept winding up in the 200s.

Another issue is w/ Mapped networked drives. We have 4 "Drives" (Partitions) on SSHD (and before that HDs going back to 1990) shared from the above referenced File Server. I have always thought of them like my dresser ... underwear and socks in top drawer, Shirts in 2nd, and so on. The reasoning was sound "back in the day",wanted the CAD files in the fastest part of the drive ... also made it very easy and quick to limit access as for example only CAD operators could access drawing files. So looking at the office manager's desktop in the attached pic, we know that she has access to the picture as I took it from S:\ (not permitted to attach)

So it seems the server is sharing but Win 11 Pro is not seeing it. It is seeing another PC on the network, so we know it can see other boxes. I'm too tired to think any more.

networking is not my forte but i have my home network set up ..
with all ethernet cabled systems as static addressing with the addresses reserved within the router
all wifi (laptops, phones, etc) use DHCP and auto addressing

the only exception to that is the wifi printer which has static addressing
and reserved addressing within the router so everything is easily connected to the printer when required.

Windows 11 has changed the security requirements for network/file sharing
and its normally best to start from scratch then try and adjust existing settings.

Well I solved the Mapping Network Drives problem, was not discovering it but when I woke up woke up,did it manually

Appreciate the effort. Got the 2nd issue solved ,gonna rest my brain for a while before willing to tackle that again
