Solved strange update issue on upgrade to 11 from 10, updates for 10 are in the list and they fail (of course)

I tried update troubleshooter.
Now this is for a PC that has not been on for over 2 years.

How do I completely reset Windows update in Windows 11?

I've already tried all the usual fixes, deleting SoftwareDistribution and system32\catroot2. I even nuked HLKM\Software\Microsoft\CurrentVersion\WindowsUpdate and my history and my optional updates...

When I have seen this happen I tell windows to pause updates and then I immediately hit resume updates and it finds updates fresh and fixes itself. This usually happens when updates were sitting in the que when updating to windows 11 from 10. (Not all win 10 updates were done before upgrading to 11 I mean.)
