Task Manager: WorkloadsSessionHost consuming CPU/Memory usage / Recall?

Update:

I turned off Ransomware protection and not sure why it is turned on. I hope this is what caused this entire mess.

Virus & threat protection
Manage settings for Virus & threat protection settings
* Real-time protection set to ON
* Dev Drive protection set to ON
* Cloud-delivered protection set to ON
* Automatic sample submission set to ON
* Tamper Protection set to ON
* Add or remove exclusions in Exclusions
[no exclusions for right now]

* Controlled folder access set to OFF (was ON)

Seems like the cure is worse than the disease. Bothers me a lot that such deletions occur with no opportunity for user opt-out, nor any obvious recovery mechanism. I'm in the habit of keeping backups around, but the notion that Windows can decide certain files needs to go and toss them on its own is scary, scary. Still thinking about how best to deal with this.
