This is probably a windows thing or some program is preventing it
The power button on my laptop while windows is working does nothing
I can use it to turn in on or wake the laptop but when I am already logged in,the button does nothing

The windows settings are set to enter sleep mode when I press it and I can enter sleep mode from the start menu

Go to control panel>power option>choose what the power buttons do>under both battery and AC power set "when I press the power button" to SHUT DOWN.

As far as sleep, Verifyt he setting "When I press the sleep button" is set to Sleep.

I also suggest that you are verify that you run latest uefi bios version from your OEM.

Note: modern laptops do not enter S3 sleep as you are accustomed to but use a state called modern standby (S0) Some modern standby devices do have the S3 sleep state available for use but it has to be enabled by the user. Some do not offer it as an option.
You can see what power states are available on your device by opening command prompt as admin and type powercfg -a

Also, if you hold the Power Button ON for about 30 seconds, the computer will reboot, no matter what is going on. That's a good thing to know in case your computer freezes or locks up.

I disable the hibernation because I don't need it
I can put the laptop to sleep using the start menu but I cannot with the power button

S3 sleep is available on your device.
You can enable S3 sleep to see if it will solve your issue if you want. It can be reverted back
But you really need to set that first option under "when I press the power button on both battery and plugged in to be SHUT DOWN.
The power button serves 2 purposes. A quick press is sleep or wake., A long press is shut down.

Hmm yes it does work
When I press and hold for around 3 seconds it goes to sleep mode and if I hold it for a little longer,it ask me if I want to shut down
The thing is,while searching for a solution, I find some nasty things about that modern sleep mode
I don't want my laptop to wake up on its own to download updates and so on and I have always been using my old laptop like this...a single short press and the laptop goes to sleep,no need to hold it for few seconds
I bet this modern sleep mode will also download windows updates and restart my laptop

I did add the registry key and that does go to sleep mode but not exactly how I wanted

1.It still requires holding the button
2.To wake the laptop I have to press the power button AND a key on the keyboard(the laptop does wake up but the screen stays off until I press a key)

In sleep mode it is blinking yellow(the color which is set when my nvidia gpu is used)
On my old laptop,it is blinking bllue which is the igpu

I successfully turn off the modern sleep mode(I find more and more problems with it)but now I have a new problem
When I put my laptop to sleep, it turns off all of my usb devices(on my old laptop it was turning off my external ssd but my usb hub was still working which I use to charge my devices)

I tried disabling the option is the usb selective suspend and uncheck all "Allow windows to turn off this device to save power" in Universal Serial Bus controllers in device manager but the devices are still getting turned off
