Solved The settings app starts only after 3 or four attempts

After the update to the build 708, a problem emerged: when trying to start the settings app, its window remains hanged for about a minute, then a messagebox appears that says something to the effect "there is no application, associated with this file type, chose an application on file associations page". This happens again and again but something 4th or 5th attempt to start settings app works and it appears, without any changes to the file associations etc. After that it still fails to start again most time.

There are also options to Repair or to Reset Windows Security in its App settings. To get there, right-click on Windows Security in the All apps list.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

I could not find Windows Terminal (where is it located?). So I just run cmd.exe and then typed in "powershell". Still did not work:

Apparently, the problem became worse now: the settings app does not start at all, and even the hanged window does not appear. Microsoft Store starts well.

If you like, you could try doing a repair install of Windows 11 below to hopefully fix this without losing anything.

After I entered that powershell command, neither systemsettings, nor personalization windows appear. The message about not having the appropriate association appears when running personalization instantly. Before, it appeared only after a minute or so.

Please, how can I restore this back to how it was 10 min ago?

If you still cannot find "Windows Terminal", Right-Click on START and "Windows Terminal" is one of the options.

I use Open-Shell, there is no Windows Terminal there. Neither it appears in search.

I am currently looking at how can I restore the settings app to the state it was in before I entered the powershell command.

In PowerShell it says"error registering the package because during the registering of request, there was an error of extension windows.capability because the service was disabled or not could not be started".

Well, the problem is solved, following the advice by @Brink. It should be mentioned that for the re-installation of an app, camsvc (Capability Access Manager Service) should be running.

The Settings app now starts from the first attempt.
