If you've disabled Windows Update, the background job for refreshing Certificate Trust Lists (CTL) doesn't receive any updates to know when to distrust recently banned certificates. Your PC will be behind in recognizing which executables or drivers can't be trusted.

To protect yourself with WU disabled, run a tool like asheroto's Root Certificate Updater (PowerShell version) as a weekly scheduled task. Or one of the suggested BAT scripts in the site's comments.
