Message #554 shows the image that you posted from the Thunderbird blog. The blogger hasn't added any icons on the main toolbar, but in my images I added the Tag icon to the toolbar (see far left on the main toolbar in #553 and #555).
pn: I updated the image in #555 to mark in blue the Tag icon (which has the dropdown for tagging messages) on the main toolbar, and in red, the Tag icon on the Quick Filter bar which shows tagged messages only, as you put it.
