Privacy and Security Turn On or Off Smart App Control in Windows 11

This tutorial will show you how to manually turn on or off Smart App Control in Windows 11.

Smart App Control (SAC) is a new security feature starting with Windows 11 build 22567. Smart App Control can work alongside your other security software, such as Microsoft Defender, for added protection.

Smart App Control adds significant protection from malware, including new and emerging threats, by blocking apps that are malicious or untrusted. Smart App Control also helps to block potentially unwanted apps, which are apps that may cause your device to run slowly, display unexpected ads, offer extra software you didn't want, or do other things you don't expect.

Smart App Control starts in evaluation mode. This is a period during which Windows tries to determine if you're a good candidate for Smart App Control. If you are a good candidate for Smart App Control, then it will automatically be turned on. If not, it'll be turned off.

Smart App Control won't block anything while it's in evaluation mode.

Once the evaluation is complete, or if you manually switch Smart App Control on or off, you won't be able to return to evaluation mode unless you reset or reinstall Windows.

In order to ensure a more secure experience Microsoft only enables Smart App Control on a clean install of Microsoft Windows 11. Microsoft wants to be sure that there aren't already untrusted apps running on the device when they turn Smart App Control on. That's why in order to turn Smart App Control back on after it's been turned off, you'll need to reset or reinstall Windows.

There is currently no way to bypass Smart App Control protection for individual apps. You can turn Smart App Control off, or (better yet), contact the developer of the app and encourage them to sign their app with a valid signature.

Smart App Control is only available on clean installs of Windows 11. Also, there are other reasons why Smart App Control could be turned off.
  • During evaluation mode Microsoft determined that you weren't a good candidate for Smart App Control.
  • It was turned off manually by you or another user signed into your machine.
  • Your device is running Windows in S mode. You'll need to turn S mode off, then reset your PC, to enter evaluation mode.
  • You have optional diagnostic data in Windows turned off. If you want to turn Smart App Control on, you'll need to reset this PC, or reinstall Windows, and select Send optional diagnostic data during the setup process.
Note: At this time Smart App Control is only recommended in the North American and European regions.

Turn On or Off Smart App Control in Windows Security


1 Open Windows Security.

2 Click/tap on App & browser control in the left pane, and click/tap on the Smart App Control settings link on the right side. (see screenshot below)

3 Select On or Off for what you want. (see screenshot below)

To turn Smart App Control back on after it's been turned off, you'll need to clean install or reset Windows 11 build 22567 or higher.

5 Save the .reg file to your desktop.

6 Double click/tap on the downloaded .reg file to merge it.

7 When prompted, click/tap on Run, Yes (UAC), Yes, and OK to approve the merge.

8 You can now delete the downloaded .reg file if you like.

I just bought a new laptop last week that came with Windows 11, and I've kept up with any updates that have come in since. However, I don't have Smart App Control. Any idea why that is?

Currently, this is only on Beta and Dev builds of Windows, not the public releases.

Just saw this article this morning. It says that if you are already running Windows 11, you are going to have to do a fresh install in order to implement it (so beware that everything will be wiped out). I don't know if this will have any effect on non-compliant devices running Windows 11.

Interesting. Another article I read says that you only need to reinstall if you upgraded from Windows 10, and machines that came with 11 are fine - no reinstall necessary.

I bought a new laptop last week that came with 11. However, the Smart App Control is not there, because as Archigos says above, it exists only in builds right now, not releases.
So... now I'm thinking that once SAC is included in releases I *will* need to reinstall, if I want that extra security.

And I JUST got done setting up my new laptop with everything I need.

@cbiweb You are correct, systems that come with 11 pre-installed (if a late enough version is on it) will not need a reinstall for the feature to be on. The feature goes into evaluation mode IF the system is from a fresh state (either reinstall or factory) since it can be sure at that point no 'crap' is installed on the system. If there's a chance you may have had time to install things, surf the web, etc. it can no longer promise a 'clean slate' and therefore will not turn the feature on.

Truthfully, if you're smart enough to be on this forum, you probably don't need this feature, it's kind of like the 'anti-pup, anti-spyware, etc' of something like Malwarebytes, just built into the system. There's also the possibility if you did have a system with this turned on, it may 'overreact' and block legit things you are trying to do, without a way to overrule it and allow exceptions.

At the PCWorld link in the article it starts out saying: One of the more useful upcoming features within Windows 11 carries with it a major pain point: you’ll need to reset your PC to use it.

It sounds like it's not available yet for general use yet (only on test channels) and will be available soon. What do you think?

It sounds to me a whole lot like S-Mode.

I'm considering trying it out, at the risk of some friction, just to experience it. Even with the pain of a clean install.

But I'm still unclear how to turn it on. After I format my disk and reinstall Windows from an ISO (or USB/whatever), will the option allow me to turn it on up until the moment I first install something? Or do I have something like 24 hours from completion of install to turn it on? How does it work?

I've seen several people say they clean installed and still can't turn it on so I'd like to be much more clear of what I should do to achieve turning this on.

@CmdrKeene My understanding, is if you do a fresh install, it will default to "Evaluation" at install... then it will run for a week or two (don't remember the exact length) and either turn on or off based on if it thinks it can help you.

I reset my Surface Pro X, and Smart App Control was set to "Evaluation" afterwards. I was then able to turn it on.

If ever turned off, you'll have to reset or clean install again to be able to turn on again.

Smart App Control is only available in build 22567 and higher.

Just to note:

To turn Smart App Control back on after it's been turned off, you'll need to clean install or reset Windows 11 build 22567 or higher.


The REG files will not be able to turn it back on once turned off without having to do a reset or clean install first.

TBH, If you install loads of random apps that you have no idea where they came from, what they are or what they'll do, then this feature sounds appropriate, Other than that its pretty pointless. Use ya brain and dont install dodgy stuff, MS finally trying to cover for people who have no common sense lol

For anyone who wants to give it a try with the ability to go back to the evaluation mode, after turning it on, without having to clean install Windows or reset:
  1. you can create a system restore point prior to turning it on,
  2. turn it on, restart your computer, run your programs see which ones are blocked,
  3. if you are satisfied, keep it on, if not, use restore point to go back to the evaluation mode.

I tested it with restore point on Windows insider dev build 25201 and it could successfully revert it back to evaluation mode after restore operation,

although I'm curious to know, what kind of settings can not be reverted with restore point, if any, and only need full system image backup?
