Privacy and Security Turn On or Off Smart App Control in Windows 11

This tutorial will show you how to manually turn on or off Smart App Control in Windows 11.

Smart App Control (SAC) is a new security feature starting with Windows 11 build 22567. Smart App Control can work alongside your other security software, such as Microsoft Defender, for added protection.

Smart App Control adds significant protection from malware, including new and emerging threats, by blocking apps that are malicious or untrusted. Smart App Control also helps to block potentially unwanted apps, which are apps that may cause your device to run slowly, display unexpected ads, offer extra software you didn't want, or do other things you don't expect.

Smart App Control starts in evaluation mode. This is a period during which Windows tries to determine if you're a good candidate for Smart App Control. If you are a good candidate for Smart App Control, then it will automatically be turned on. If not, it'll be turned off.

Smart App Control won't block anything while it's in evaluation mode.

Once the evaluation is complete, or if you manually switch Smart App Control on or off, you won't be able to return to evaluation mode unless you reset or reinstall Windows.

In order to ensure a more secure experience Microsoft only enables Smart App Control on a clean install of Microsoft Windows 11. Microsoft wants to be sure that there aren't already untrusted apps running on the device when they turn Smart App Control on. That's why in order to turn Smart App Control back on after it's been turned off, you'll need to reset or reinstall Windows.

There is currently no way to bypass Smart App Control protection for individual apps. You can turn Smart App Control off, or (better yet), contact the developer of the app and encourage them to sign their app with a valid signature.

Smart App Control is only available on clean installs of Windows 11. Also, there are other reasons why Smart App Control could be turned off.
  • During evaluation mode Microsoft determined that you weren't a good candidate for Smart App Control.
  • It was turned off manually by you or another user signed into your machine.
  • Your device is running Windows in S mode. You'll need to turn S mode off, then reset your PC, to enter evaluation mode.
  • You have optional diagnostic data in Windows turned off. If you want to turn Smart App Control on, you'll need to reset this PC, or reinstall Windows, and select Send optional diagnostic data during the setup process.
Note: At this time Smart App Control is only recommended in the North American and European regions.

Starting with Windows 11 build 26100.8116 (24H2) and build 26200.8116 (25H2), and build 2800.1896 (26H1), you can turn Smart App Control (SAC) on or off without needing a clean install. To make changes, go to Settings > Windows Security > App & Browser Control > Smart App Control settings. When turned on, SAC helps block untrusted or potentially harmful apps. This feature was previously disclosed in the January 2026 release notes (KB5074105) and is now beginning to roll out.

Turn On or Off Smart App Control in Windows Security


1 Open Windows Security.

2 Click/tap on App & browser control in the left pane, and click/tap on the Smart App Control settings link on the right side. (see screenshot below)

4 If prompted by UAC, click/tap on Yes to approve.




Option Two

5 Save the .reg file to your desktop.

6 If you have Smart App Control turned on, you will need to unblock the downloaded REG file.

7 Double click/tap on the downloaded .reg file to merge it.

8 When prompted, click/tap on Run, Yes (UAC), Yes, and OK to approve the merge.

9 You can now delete the downloaded .reg file if you like.

Are you able to manually turn it on?
I haven't tried. I'm just now discovering it :oops:

That said, I'm actually wondering if it's causing my issue. In short I have a game that hard crashes my PC. Installing the OS 3 times have not solved it, so I thought it was my GPU. Then I read about the issue AMD was having with it's GPU drivers causing Windows to crash. Running the new drivers, as well as re-pasting the GPU had things running nice and smooth for about a week. Then a few days later the issue appeared again.

Further troubleshooting lead, me to this app discovery, and thus the questions. And whether I should actually turn it off? 🤷‍♂️

After my clean install I left mine evaluating to see what would happen. It took two months to make up it's mind (see post #33). I suspect that what ended my evaluation was when I used software that it was certain that it would not be suitable for. It ended its evaluation the first time I ran IrfranView.

Once evaluation is over and it has decided 'no' then the only way to start evaluation again is another clean install.

Thanks for the info. That helps a little - the time you say it took to make its mind up. With that, I actually don't have a problem with it being on, I just need to figure out it its interfering with my game, or something associated with the game. Kind of doubt it but looking to eliminate avenues.

Anway, I still think the GPU is going, but...

In evaluation mode it should not be doing anything, just watching what's going on.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

People have reported that if you turn off Send optional diagnostic data, it will also turn off Smart App Control.

Through long and grueling hours, days, and weeks of testing, I've come to one inescapable conclusion.

The more of Microsoft's "helper apps" I remove... the better Windows 11 runs.
I've said it before and I'll say it again... Microsoft does not have our best interests at heart.
It's on a mission to force us to "want" them to switch to a subscription model, just like... Office 365, for example.

Microsoft is not the only company that's trying to "lead us down the primrose path".
There are thousands of companies, doing the same thing. Some are as obvious as MS some not so obvious.

We've all learned that owning is better than renting, but when it comes to software, we seem to be forgetting this.
When the time comes that we own nothing and rent everything, we will no longer have any control of... anything.

A perfect example of the subscription model nightmare is cable TV. We were promised that paying a small monthly fee, would eliminate the need for ads (commercials). Well, we all fell for that one.
Now... we.re sold packages of channels we want only a few of, there are commercials, and the worst part is if something in the syatem breaks... we have to call and spend hours begging the company to help us.

Me, I liked it better when they sent TV over the airwaves. No monthly fee and things worked a LOT better because competition for our time was stiff. Today, we have the same TV we had way back when, but now we pay a monthly fee for it.

I must end this rant before I get so involved in it, that Robin is forced to say...

I see the other way around is not possible without system reinstall but I don't see explicit mention of the other case anywhere and it's not clear from docs either.

As clearly described in the first post you can turn it off after it has been turned on but if you want to turn it on after it’s been turned off then you need to reinstall or reset windows

Yes. You can turn off Smart App Control at anytime.

It just requires a clean install or reset to turn it back on if requirements are met.

That is the same method as option two in this tutorial.

Unfortunately, a clean install or reset is still required to turn on Smart App Control again using either option once turned off.
