Solved Update loop

Win 11 Insider Release Preview and Beta channels.
Every time I reboot, I my PC keeps updating. I know it's updated but why does it keep doing that. Takes like 4 to 5 minutes every time I reboot or shut down. Any ideas?

Go to Settings>Windows Update>Update History
In Update history does last update show as successfully installed OR does it show an error? If so, what error? What update? Does any update show "failed to install"

I see you are running insider builds. I don't deal with Insider at all but here are
GENERAL WINDOWS UPDATE TROUBLESHOOTING things to try

1. Run troubleshooter-settings-system-troubleshoot-other troubleshooters-windows update-RUN.
2. Reset Windows update using Brink's tutorial Reset Windows Update in Windows 11 Tutorial
Restart and see if update loop remains. If it does continue.

3. Open command prompt as administrator. Enter this command.
dism /online /cleanup-image /restorehealth
When complete, Restart computer. If update loop still remains, continue

4. Open command prompt as admin again and run sfc /scannow
Pay attention to the scan results to see if SFC found anything it could not repair
5.. CLEAN UP COMPONENT STORE - dism /online /cleanup-image /startcomponentcleanup
Analyze and Clean Up Component Store (WinSxS folder) in Windows 11 Tutorial

5. If still have problem, Do a repair install. This usually works when nothing else will. Repair Install Windows 11 with an In-place Upgrade Tutorial

I just discovered that WU is trying to install the same update again. I'lll wait and see what this does and if it installs correctly.

It worked! Must have been something missing and it downloaded the same build I was on and it's fixed! Thanks all for your ideas.
