Good morning,

First of all congratulations for the forum to all the staff.
I am writing to you about a problem regarding an upgrade from Windows 11 21H2 to 23H2 which always fails. I would like to point out that the upgrade is permitted by the Skip_TPM_Check_on_Dynamic_Update script which however has always worked.

The error messages tend to suggest you are missing and are unable to load/extract some vital files.

I would go to Settings > System > Troubleshoot and scroll down to Other troubleshooters, then click on Run beside Windows Update.

Let the troubleshooter complete and then reboot. Then go to Settings > Windows Update and try updating Windows. It will most likely progress to the 22H2 update first, but that's OK, let it install.

Keep on updating, that way all necessary files/updates should be in place before 23H2 is finally installed.

Technically, the 23H2 update should contain all the needed files, but it would not be the first time I have seen a few needed files missing.

Grazie per la risposta. Avevo pensato anche a questo, Windows Update funziona correttamente per gli aggiornamenti di sicurezza ma non mi ha mai proposto l'aggiornamento a 22H2 e faccio fatica a scaricare la ISO per provare manualmente.

You may have a network issue of some kind if you are also unable to download the ISO.

Try to get your network sorted out first, then tackle the update to 23H2.

Reboot your modem/router and everything connected to it, then try downloading the ISO again. If that is successful then try updating before installing from the ISO.

Which script is this? I assume you're trying to bypass the TPM requirements by modifying the appraiser*.dll file? The file has to exist but can be empty.

If you read the relevant threads, it is not necessary to upgrade from 23H2 ISO if you are running 22H2. Install all updates until you have Windows 11 22H2 build 22621.2506 or higher. Then install the 23H2 Enablement Package to switch to 23H2. Install the rest updates. No hardware compatibility check is done when installing any updates and the 23H2 Enablement Package, so no tricks needed for unsupported computers.


Download the x64 version for a standard Intel or AMD computer. The arm64 version is for tablets with an ARM CPU.
