Welcome to ElevenForum :)

There's no way we can predict that. So far... they seem to be sticking with their requirements.
Best practice...

1. Make a full backup of Windows 10
2. Clean install or do In-Place upgrade to Windows 11.
3. If you don't like it or it doesn't function well, you can restore your Windows 10 backup.

If you fill out your computer specs or list them, we can make more customized suggestions.

Still assembled, still runs. Haven't turned it on for 13 years?
Have you checked in the BIOS to see if the computer has TPM? It may just need to be turned on.

Good idea of @Winuser. Personally I don't bother upgrading to 11 if the machine doesn't meet the specs because it is ok bypassing the the TPM but who knows what will happen in the future.

I expect that if the computer has a processor new enough to meet the Win 11 requirements, it will also have a firmware TPM. (That's what "Winuser" is referring to in post 3.) It may not be enabled in the BIOS settings.

If you provided more information about the system, it may be possible to help you with that. (Motherboard, or make/model if it's a mass-market PC like Dell or HP.)

A lot of people have upgraded to Win11 on old unsupported machines using this post,
Installing Windows 11 on devices that don't meet minimum system requirements. I just upgraded two of my old outdated machines and both run perfectly. With all the discussion about this issue, I come away believing it is not a big deal to do so. My supposition is that, since the engine is basically Windows 10, and Win 11 is in the main more of a dressing up of the GUI, the new strict requirements are merely an attempt to make the computing environment a bit more secure for the end-user. Not that the new requirements are at all really required to run a PC. I'm getting updates and I "assume" these will continue for the life of the OS.

It's highly likely that Microsoft will maintain and improve upon TPM 2.

The switch to Windows 11 was to make major improvements in Security, Performance and Reliability.

Many end users have upgraded from 10 to 11 knowing that they may not benefit from these improvements.
