USB flash drive seen as in use when it's seemingly not

Windows 11 Pro
Win11 25H2 desktop PC. Following best practice, I eject a flash drive using the Safely Remove method. On my PC, it won't do so if my default file manager XYplorer is open. I get a popup message that the drive is in use. I don't recall this happening with XYplorer until relatively recently (months), but fair enough. However, and this is why I post: For the past four days, with the file manager closed and sometimes not having even been opened during the session, I'm getting the "in use" pop up the first time I try removal. Only after I open and close the XYplorer will Windows allow safe removal. The USB flash drive has only video files on it, nothing I know of interacting with the system or any program, not even Recycle Bin or System Volume Info. Any ideas? Thanks,

With the better performance choice, Defender will scan the drive for viruses and keep it open (in use).

I hardly ever use "safely remove", and never for a flash drive. If I'm sure it's done uploading or downloading, I just remove it.

Sometimes This PC -> right click on the drive -> Eject works when the systray menu doesn't.

I see it was on Quick Removal. Option 1, Step 6 doesn't show Removal Policy. Option 2, I switched to Better, system rebooted, and problem (popup) still occurred. Option 3, switched back to Quick Removal, rebooted and popup still there.

Forum Monitor: Although my forum Settings are to receive notice of replies, I didn't receive any on this (my email hasn't changed). Just decided to check.

Check spam. Also check that it says “UnWatch” at the beginning of the thread. If it does, then you should receive emails.

Disable 3rd party antivirus and test USB eject again.

As was noted, if you change the removal policy back to the default setting, then there simply is no reason to use the eject tool. I use thumb drives EVERY single day without exception and I NEVER eject it. No problems at all.

There is only one USB flash drive regularly attached and — as I recall away from the PC — one old IBM Model M keyboard with an adapter. Remember the popup I posted never appeared before roughly 7-10 days ago. I don’t think so, but could it possibly be the result of a very recent Win 11 or MS security update? There have been three I think.

Open the software > file > show details for all processes > find > handle or dll > enter (drive letter with colon) > click enter > wait for the drive letter or search to reappear black >

Thanks for the video (I had Process Explorer)! The search turned up four System $Extend results. Since I can't do anything about those, or so the video says, the options mentioned are either to shut down the PC or, the next least risky. just ignore the message and pull the drive. Since I'm finding re-running Safely Remove gets it out, maybe that's even less risky.
