User OOBE Broker.

User OOBE Broker constantly runs in task manager without closing, no malware was detcted but I am wondering what this could be and how to fix it or if it is normal.

OOBE stands for Microsoft Out Of the Box Experience.
It’s safe and not a virus. However, some users find that User OOBE Broker is running in the background and cause high CPU issue

What's abnormal is if the process is consuming high CPU for a long time. There have been previous Windows bugs where that's happened, but it's not been a recent thing.

It just always runs, never closes but it dosent take up any cpu, only 1.4mb of memory

There's a number of "broker" processes, which handle requests for access to protected Windows resources. They run on behalf of other user-owned processes which don't have the same level of security clearance. When there's nothing to do (which is 99% of the time), they're idle and take little CPU or memory overhead.
