Video edit!

The version of wlsetup I have may well be corrupt, but I decided to give it another try. Previously, I had used the default setting (install everything,) but since I only want Movie Maker, I selected only that (it's in a bundle with Photo Gallery). I got the same install error. But, oddly enough, Movie Maker got installed anyway. It's now on my machine with the familiar bass drum icon and seems to work fine.

I don't know why it worked--magic for all I know--but it did. And it turns out the magic is repeatable. Here's what worked on a 2d Win11 machine:

1. Download wlsetup-all.exe and click Install.
2. If you get a message that you need to install Windows Essentials, do that. (It's big, takes a while to download and install, even on a fast connection.)
3. When Windows Essentials dialog comes up, click on Choose the Programs You Want to Install, then uncheck everything except Photo Gallery and Movie Maker. Click to install.
4. Read disappointing message: "Couldn't install...Photo Gallery and Movie Maker"
5. Go to Start Screen and see "Movie Maker recently added"
6. Ponder the mystery.
