WD Black SN7100 in a VMD-locked system - firmware updates in Dashboard?

I have an HP AIO that is VMD-locked. If I clone my system to a WD SN7100 NVMe drive, will I be able to update the firmware using Dashboard?

I'm not finding a bootable USB tool on the SanDisk website, and many NVMe drives will only respond to firmware updates when installed in a PCIe slot. This PC only has one slot.

The firmware is stored on the specific device. It won't work if you do it on a clone. Perhaps you can connect the disk to another computer to do the upgrade. You can ask a computer service to do it for you for a reasonable charge. What do you mean VMD-locked? You don't have the access right to upgrade the firmware? You could boot with a Live Windows USB, such as Sergei Strelec WinPe so you can run the Dashboard from there.
