Wd my passport external usb3 hdd don't have access at win10 and win11

If you see the Drive under This PC, then right click on the icon and select Properties.
Go to Security tab and click Advanced button.
To Change owner, click on the Change button and then press Advanced button followed by Find Now button. Pick your current username and click OK.

After some time you should now be the owner of the disk.

After this you can add EVERYONE, CREATOR OWNER and SYSTEM to the permission entries and give them all full access. Remember to click the checkbox "Replace all child... ...from this object" so that everyone will have full RW permissions everywhere.

Updating every single file and folder with new permission will take a long time, but you only have to do this once. After this is completed, the drive should work normally on any computer without any access denied.

Is there any video to show us all the steps?

Even at other pc's with other owner or admin????

You can use the tutorial I listed in post #11 to take ownership but as @SlicEnDicE mentioned, for an external drive to be accessible from any machine, it's best to give access to "Everyone." I always leave owner of drive as system and give everyone full access..

Easiest-Using command prompt as admin:
icacls X:\ /grant Everyone:(F) /T
Replace X: with your drive letter.
(F) = Full Control.
/T = applies recursively to all files and folders.

Using file explorer
Right‑click the drive → Properties.
Security tab.
Click Edit → then Add.
In the box, type Everyone → click Check Names → then OK.
Select the Everyone group you just added.
Tick Full Control (or at least Read/Write depending on your needs).
Click Apply → OK.
This will propagate permissions to the root of the drive.
If prompted, choose to apply changes to all subfolders and files.

Maybe because your signature says You are using Windows 7 SP1

I have two external WD drives, one from 2001 and the other from maybe 2003. One is single drive and other is a RAID 0 drive. Both was formatted by WD to NTFS format and I used them on my Windows XP machine.

Both still work on my Win11 machines. No other issues except for being slow to initialize. But that's what one gets for being used to SSDs and modern hardware.
