Weird Safe Mode Behavior

I am running Windows 11 Pro, build 22621.2215. For the longest time, I could not get into Safe Mode. After booting into Safe Mode, all I was presented with was the BIOS splash screen. I eventually figured out that I had to hit ctrl-alt-del to get the login screen to display--despite that fact that secure sign-in is disabled on my machine. I tried toggling the secure sign-in box in netplwiz, but the behavior has not changed. Anyone else see this behavior?

Are you sure you are booting into Safe Mode? If you have successfully booted to Safe Mode, you will see the words Safe Mode in each corner of the screen.
If you are pressing CTRL+AL+DEL you are in a Normal Boot.

@Spunk Yes, I am sure. The desktop is black, and it says Safe Mode at all four corners.
