This problem has come and gone for years and is due do a bad Microsoft redirect link. There is a very lengthy thread about this over on MS forum about it. On the first page John Trembly_019 gives you the explanation of the cause. Rather than messing around in the registry, try "Great White North" solution on first page. Monitor to see if it stops your errors. It's not a fix but a workaround. Those of us that choose to manage our own drivers rather than let windows update manage them don't seem to have this problem. I know I don't.
It is always my recommendation that a user controls his own drivers by using his OEM or motherboard applicatation to keep drivers updated or manually update them himself from the OEM or motherboard support site.

I've never had this problem and I've always let Windows Update manage my drivers. From the same post which offers the solution:
I think this is just another case of why you shouldn't be looking at the event logs unless you're experiencing problems.

I recently installed 24H2 (26100.1742), which has a different DeviceMetadataServiceURL. That URL also goes nowhere, and Event 131 errors are thrown.
A popular theory is that MS shutdown the metadata servers, right after the unwanted HP printer drivers and HP Smart App disaster. While not acknowledged, it's believed a serious WU error pushed out false driver updates to make everyone have HP printers. What's even more interesting is EU law requires MS to report on Windows privacy, and list every server that your PC accesses. The current W10 & W11 privacy websites continue to list DNS hostnames that don't exist in the real world.
Whatever the reason, it must be something serious for them to not to re-enable the device metadata updates. This isn't "someone forgot to keep the lights running".

I kept hearing the device disconnect/connect sound. That's why I looked at the event viewer.
Today my TV ( connected to my graphics card hdmi port) status light lit up just as I heard the sound again, and sure enough, I have a bunch of event viewer errors at the exact time.
i dunno why windows is trying to install stuff related to my TV.
it shouldn't need any special drivers.

The point isn't whether it needs special drivers. WU is checking for updates to ALL drivers you have installed. You might say it works perfectly fine, why update it? Sometimes there's a security fix that comes out (years) later.

Yeah, I checked mine earlier and had over 600 just today so far, the exact same error.
