What is key sequence to bypass using an MS account during setup?

Just out of the hospital and not in top shape (which isn't all that great at age 80 anyway). I have a refurbished HP mini pc with Win11Pro. I can connect it via an Ethernet cable during setup. I'm trying to be prepared before plugging in the unit so if there are other things I need to put on my to-do list, I would be grateful for the heads up.

Disconnect from the internet during the initial configuration where you select your location, language etc. At any time press SHIFT+F10 to open a command prompt and execute this code:

oobe\bypassnro

This will make some changes to unlock the option to continue without internet and restart. Reply to the questions again and at the network screen click on the blue text "I don't have an internet connection". This will ask you if you want to create a local account but miss some features. Click on Yes and proceed to create a local account.

Another question. I would like for the user folder to have the same name as on my other computer. What step in this process creates that? Thanks again.

When setting up with a local account, its user profile folder will have the same name as the account name by default. You'll just need to name the local account at step 15C with the name you want.

You can use any name you want. Everyone of my computers have the same user name.

That didn't work when I installed Windows 11 24H2. I had to use this instead:
Shift+F10
start ms-cxh:localonly

You are trying to fool Windows you are not connected to the internet. This only works if you are disconnected.

Unless I imagined it, there was little blue writing "I dont have internet" the last time I tried a couple of months ago. I dont remember doing any kind of bypass. Just disconnected from tinternet before starting the installation . Might be different with Home edition.

Have I made that up?

Step 15 is the latest option that still works.

I haven't tried with an Insider's version or with any newer 24H2 ISO, but with the original 24H2 ISO from October 2025, the oobe\bypassnro works, provided you are NOT connected to the internet during the OOBE stage. If Windows detects internet at any time, it won't be convinced and won't display the blue text "I don't have an internet connection". You will have to restart and try again, this time without being connected. For a desktop, simply disconnect the LAN cable. For a laptop, don't connect to any Wi-Fi, it still works.

PS: A common mistake is to type / instead of \. Make sure you type it correctly oobe\bypassnro or it won't work.

open a cmd prompt in windows and type cd c:/windows

or put a little test.bat on the root

and type c:/test.bat

Did that just minute ago in win7.

cant be bothered booting into win11 atm , but I would be surprised if it had changed

oobe\bypassnro tells the computer to run the file bypassnro (script) from the folder oobe (the folder C:\Windows\System32\oobe)

oobe/bypassnro tells the computer to run the command or execute the file oobe with parameter bypassnro which of course doesn't exist and fails.

Linux uses / and this also works in PowerShell, but the correct one is \ for referring to folders or files inside other folders. I used MS-DOS in the 90's, let me know better. Try / and see it fail, then try \ and see it work. Been there, done that. / might work in PowerShell but it doesn't work in Command Prompt.

It runs test.bat instead.

just for future reference... you can just save them all as a word doc, etc.

Personally, I would create my install media using Rufus and take advantage of the options for the install process when creating the media. All in one, no messing about. Rufus isn’t solely for non Windows 11 compliant systems, it’s simply an install media creator with benifits.

STEPS

Download the latest “ISO”
- The latest ISO is generally downloaded via the Media Creation Tool. The ISO option is an older 24H2 build
- You can use that to download the ISO but when time, tell it to create the ISO and not burn to media (USB)

Download Official Windows 11 ISO file from Microsoft

Create the install media with Rufus
- Download RUFUS
- #1 Direct RUFUS to your USB
- #2 Direct RUFUS to the ISO
- #3 should sort itself out if the OS drive is partitioned properly. Your Windows OS really should be partitioned to GPT. Make sure #3 says GPT

When instigating the creation of the media and clicking “Start”
The following options will show. Select your choices.
- Select “Remove requirement for an online Microsoft account”
- Select “Create a local account with username ****”
- With the rest; Deselect/Select whatever you do/don't want (Like Bitlocker)

Click OK then the USB install media will be created on the USB
Proceed to install Windows.

@antspants I'm so sorry that you are facing loss of a limb! My brother was a multiple amputee (cancer). I hope that the surgery goes really well and that you are able to regain good mobility, albeit not ideal. I had internal bleeding and multiple blood transfusions so am weak but getting a bit better each day. So far I've gotten the pc plugged in and hopefully tomorrow will be following the steps for an uncomplicated setup. Take care!
