Looking it up on DDG, it says it's for developers, but since I'm not a developer, do I really need it?

It's for development, but also can be required for some applications as a dependency such as Discord. Although more often then not these software applications will bundle it with their installation and not as a stand-alone install. If it is a dependency then something you have installed may break if you remove it.

Thanks for the info. This would be the only reason I would keep it, although I don't know what it would be attached to.

You look in Installed Apps or Programs & Features, and see what other apps were installed on the same date.
