Next up:
My Desktop has a feature going on that when I drag an open window towards the top of the screen a drop down appears and Windows wants to automatically arrange my windows.

What is this feature called? (I'm guessing it is a new 'Task View", but I have Task View turned OFF in Taskbar Settings.)
Where do I turn this feature on or off?

Settings>System> untick everything, then Turn off "Snap Windows"

Now that I know it's called Snap Windows I can find it.
BTW: no need to uncheck everything. I just turned the radio button off and problem solved.

I always uncheck everything before turning off the main just to be safe. . . I do the same in "real life" things too, such as electrical stuff. . I'll turn off all the breakers, then I'll turn off the main breaker, then go outside and turn off the breaker outside. . I play it 100% safe. . lol
