These are the same website, but one is just made with only Google, and the other made with only Microsoft.
The one that is sites.google.com is Google
and the one that is sway.office.com is Microsoft.

Here’s the thing. In website development, you NEED white space. And in both examples here, the websites lack it. You’ve got a bullet list (yet without the bullet points). Instead, each one of these should belong to their own section.

Title: Virtualbox
Subtitle: Emulate VMs.
Paragraph text: (insert more details)

Title: Bandicam
Subtitle: Screen recording
Paragraph text: (insert more details)

Otherwise, the reader will NOT read the entire thing.

From your example, sway is better. But if you lay it out like I suggest, Google sites has a drop down function where you can have these. So, my answer is; depends how you lay it out.

Do you mean "Which one?" 😁.

On what basis can they be compared?
They are fundamentally different.

This is like asking "Which is better - a car or a tree".

I think sway is more for a PowerPoint experience (yet more fluid), and Google sites for the more websitey feel. The poster has attempted to lay out both the same - with a bullet list, which will not work. You need to lay it out how the tools anticipated.
