You can change user's folder via:
Code: 
C:\Windows\System32\rundll32.exe shell32.dll,Control_RunDLL desk.cpl,,0
But as for CP and Libraries, you can create shortcuts and change those.
They will show on desktop fine, but in explorer you will see old ones as well.
