Yup, I use mkvtoolnix, but it doesn't extract the the subtitle file. You can see it but you can't extract it.
Needing to extract subtitles only seems to occur with .mkv files. It doesn't occur with .mp4 or .avi files since the subtitle file for those two formats are either already extracted, or burned-in, or just not available.
