Why can't I group my programs in the start menu?

I want to group my start menu programs. I can't. Apparently this is only in 22H2. But I have that.

Edition Windows 11 Pro for Workstations
Version 22H2
Installed on ‎5/‎25/‎2023
OS build 22621.525
Experience Windows Feature Experience Pack 1000.22634.1000.0

Why can't I group my programs? they just keep moving around and will not group. Note I have Stardock Start 11 if that changed something.
