In Systems > Clipboard, Clipboard history is grey out can't turn it on.

If Clipboard History has been disabled by policy using option 4 or 5 below, it'll disable and gray out the setting. If so, you can enable it again to be able to turn it on in Settings.

Try to check the Clipboard User Service. In my system, it has the startup type Automatic (Delayed Start) and cannot be permanently stopped. If stopped temporarily, calling Win+V shows the "Emoji and more" UI panel and the service starts. In this UI, you can turn on the clipboard history if currently it is not used.
