Why is there a display on my computer instead of turning the screen off when the screen times out

I can't find what the issue is online and I can't find anything in my settings but my screen goes into a swirly colorful motion design instead of just going black when timed out

Start menu > (no clicks, just start typing immediately) screen saver > Change screen saver (Control Panel) > adjust

or

Settings > (search box) screen saver > select and adjust
