WIN 11 preventing startup program from running macros

I've been using Macro Express for about 15 years and I've never ran into this problem. I have Macro express 3.11.2.1. It's been working fine on my Win 11 computer for more than a year and today it stopped running macros at startup, but did open and run other startup macros. If I right-click and choose Run macro now, it does the task. But it won't do this at startup like it's scheduled to do.

I uninstalled and reinstalled macro express and rebooted the computer many times. I see no Win 11 updates except 1 on 9/8/25. This problem just started. It is an 10 year old App I just updated to the latest version when this started happening. I also deleted my Desktop shortcut and created a new one
Here's the startup macro
Program launch at startup E:\Desktop\sonar.lnk
There must be some permission issue involved with Win 11, I assume
I'd rather fix this, yet if anyone knows how I can automatically open a shortcut to a folder on my Desktop at startup that would be a workaround
Any ideas?
