WIN 26H1 28020.2380 will not install WSL -- cannot find required msi file

WIN 26H1 28020.2380 will not install WSL -- cannot find required msi file on hp laptop 17-cp3xxx . Need to make WSL work or I need to learn how to do a true dual boot as on all my half-dozen desktops and laptops.

Essentially this problem is fixed, but I had to spend more than several hours with MS Copilot. System details (see below) are important. Also, note that WSL Icon still does not work. Start WSL from Win or PowerShell command prompt and then use Ubuntu $ to load programs such as Gnome Evolution and LibreOffice. Keep Firefox on Win11 side. If one tries to use Ubuntu 26.04, Evolution does not work. Also, please note that while programs run correctly, they generate numerous error messages such as libEGL, MESA and ZINC. No one on various support forums knows what is really going on and those at hp, MS, and Github, who should care, don't. Apparently, my hp laptop 17-cp3005dx is an orphan product.
