Win11 Camera APP works, but Web Cam Monitor app from MS store fails loading usb camera

picture showing the problem. USB cam is a C615 logitech, I tried starting WebCam Monitor by itself after a reboot, still cant connect to the camera, while win 11 camera app always works

Was reading and says you can use a usb camera as an IP camera using web cam monitor program, but I guess that is a false hood for me as the program fails immediately

Anyone know how to Open that? I setup telegram on both the PC and the Phone and have been able to see images on the phone, but I dont get notifications yet of motion

Wow am I really stuck here.
Found info about telegram to connect to botfather, but nothing is showing as the tutorial says.

The instructions are absolutely atrocious for a new user. This is like learning a new language, they make too many assumptions for someone who has no underlying knowledge of Telegram

It seems to have stopped recording new images as when I type /lastinages_all, it shows a bunch of the NOT LAST IMAGES from my earlier login, so images after this are not being stored to be retrieved.
I think I found how to get notifications, but I also never get any when motion is detected. So far this software is a fail
Apparently I setup Telegram on the PC and Telegram on the phone as they are linked exactly, what appears on the PC app, is what appears on the phone app identically, so Telegram is working, but this motion detect is not exactly working for me.

here is a telegram screen shot showing me logged in, the few commands available appear in a list, including notifications, but I dont get any on the phone. And lastimages are NOT appearing with the command /lastimages, so the system seems to be stuck. I crossed out my user name

subscribed for when new motion images occur, but where do the notification show up on the phone app or the PC app? They never appear
I shut everything down, and restarted the web page and the telegram app, and it is showing the last images, but to see this camera very last images, have to type /lastimages_695
I dont know what '695' means to the command, compared to 'lastimages_all'. I only have one camera.

odd, I just started getting notifications, they appear only in telegram, not on the main phone notifications, which makes the program pretty much useless. No one can use this as what is the point of being forced to keep the app open all the time while waiting for a motion event to occur, or what checking to see every so often?
So for example windows 11, the telegram app has a red 6 and windows just popped up some delayed notification messages too, but for the phone no idea really. With the app page open just pops up the motion pics, with no sound or other type android notification, So perhaps for the PC app is more useful than the phone, really it is just bizarre to me how this works, especially on the android phone app.

And right now the windows app, ok the little red icon in the icon appears having the number of motion notifications, but then it also goes away. And now also not getting windows notifications popping up and then going away? So you really don't know there was a motion as their is no lingering notification to check, it is fleeting.

For example, I create movement in front of the usb camera, it detects and records motion pictures, pops up a notification motion occured, and then it is gone away, like nothing happened. To see the pics, on telegram type /lastimages_695, and they auto load the last images and that is it.

ok, learned some more. For windows 11 telegram app, the little red number notification REMAINS on top the telegram icon, IF the app is minimized, so that makes it more useful.
For the phone if the app is off focus, the telegram phone icon will have the red number notification on top of the icon too.

I just managed to catch a windows 11 notification in this snap, and the far right Telegram icon shows 4 new motion detections

For the phone put the Telegram icon on the home page might help you to see something happened

WELL HOW BIZARRE, now I actually got a phone notification with sound on the Galaxy Note S8+

It was not doing that, but MAYBE, their system had to get my info working in their server as I had just signed up in the last hour and maybe it had to catch up. It is however not consistent. I got one sound android notification. I clicked on it to view the motion pics. Took the app off focus, created more motion, but there is not another android sound notification.

So far then one and done sound notification, although, I suppose if each motion event produced an android notify event, that notify list would become hugely long. But anyway things seem to have started working better.
I suppose this could work as a front entry notify camera.

The front door bell would be the trigger for me to look at the phone app or PC app and see who is at the door.
On the login page, it does limit you, you are not allowed to stay logged in forever. Which means you may not know your logged out and someone just rang the door bell. And you have to have the web browser page open and running. A lot of things to setup and keep going.

Another weird bizarreness. I decided to delete all my motion captures, there is a place to do that.
Then I noticed it is no longer sending any new motion captures to telegram. so apparently I also had logged out on the PC web page in the browser for motion capture. So I logged back in and it started sending motions captures to the app again. I can see there is a big learning curve here, and for example my wife would never do this. But for a free motion app, it does work, if you can slog through it. I think it is a little too easy to break, and setup is complex to a newbie especially. This program needs to be administered to function, it needs a hands on approach. Like a puzzle, all the pieces have to be put together by you.
the '695' annotation is the software named that as my camera, so it looks like multiple cameras can be setup.
