Win11 in Safe Mode issue?

Win11 Home Edition (removed S-mode)
This is my first time using Win11 in safe mode this could be my problem. I am trying to download intel Driver update Assistant it shows up in download but when I click on it to install nothing happens. I open the file nothing happens later I get a notice Windows says it's not supported item; I have other intel tools already installed on my system
Is this a safe mode or defender issue?

Boot to regular mode and launch the installer there. You don't need to be in safe mode to install and run that program.

sorry gave wrong information I have Win11 S-mode not safe mode. It has Defender antivirus, downloaded intel Driver update Assistant exe file with Edge to install intel Driver update Assistant. That exe file will not launch Win11 says there is not an app associated with it. So, I am stuck how do I work around this issue?

Hey Gran... S-mode only supports UWP apps.. an .exe will be blocked per the security built into it. It's a kids/I'm stupid only OS.

S-Mode is for exclusively running apps from the Microsoft Store. If you want to install an app that isn't available in the Microsoft Store, you'll need to switch out of S mode.

Switch out of S-Mode but beware it is a one-way switch. You can't go back to S-Mode after switching out. See Switching out of S mode in Windows - Microsoft Support
