Wondering if any has had a issue were when you right click on folders or application the option windows doesn't show or it's mirrored in and hard to see.

Try to turn off Transparency Effects:

1) Open Settings (Win + I).
2) Go to Accessibility -> Visual effects.
3) Toggle Transparency effects to Off.
4) Test the right-click menu to see if it responds immediately.

Oddly seems to be taking a little time to populate - you could possibly look for rogue shell extensions particularly anything a bit unusual.
Shellexview is the normal (free) tool to start with- check box enable, disable for handling slow context menus.

However I'm not sure that's the cause of the initial transparent display and the 'blink' before the 2nd version appears - that's unclear.

Do you see the same in other cases - e.g. when rt clicking different file types in file explorer?

Is the resource usage as shown by your task manager low?

As for general visibility- consider a darker more uniform wallpaper with less detail.

I turned off transparency but it's still doing it. If I restart the computer it will go away for some time.

Do you see the same in Safe Mode?
(Basic graphics driver in use, 3rd party startups mostly not running)

I see a Norton Antivirus icon. Have you tried disabling Norton and seeing how that effects performance?
