Because you have them in the wrong place. Reinstall Windows and see if it offers to keep all you apps and files.

The instructions given to you above are all wrong. All your disks are MBR type, not GPT. There's no such thing as FAT32 Efi System partition in your Windows installed with MBR type disk..
The only disk format as FAT32 is your USB Bootable disk.
From the boot menu, there are 2 entries for Bootable USB ei. USB-Sandisk and UEFI-USB-Sandisk.
To fix the problem you must boot USB-Sandisk for MBR Type Windows.
If D: is the drive letter for Windows, then first set it Active using diskpart.
Open Admin command then type: bcdboot D:\Windows

I can not read any thing from the screenshots. You should use snipping tool to capture the screen then post it as an attachement, there is a tutorial in this forum showing you how to do it.
Reboot your PC to see if it works.

Good catch on the MBR disk. Would you not advise OP to change the disk with the OS to GPT?

When he entered bcdboot D:\Windows, did you notice that it did not say success and just showed the help?

I was entering boot commands at disk part.. But can't figure it out why windows installation is 0

So I exit the command and it asked me to Exit and Continue to Windows 11, Troubleshoot and shutdown PC. I selected first option and remove the USB and change the boot order to SSD and got same message as the error. No change.

Not trying to be blunt but my eyes are so bad, I can' read anything, that's why I ask him to reboot not knowing the command was unsuccessful. That's is true he's in WinPE so that's my bad. However, he could also copy and pasted into .txt in winpe then post.
With GPT, you'll be able to create more patitions, speed wise you don't gain anything. However, GPT is more preferable with modern PC..

My next suggestion is:
Disconnect all other drives except D; containing Windows. re-run bcdboot one more time.
Reboot the PC. If still unsuccessful then some thing is wrong with system file(s) in windows itself.

Nothing has worked so far.. So my next step is to replug Windows SSD in motherboard and check with new SSD SATA cable. that is the only option left.
