Windows 11 change UEFI BIOS Boot priority

Windows 11 Pro - Windows 7 HP 64 - Lubuntu
So I decided to give another try on Win 11.
Made a Win 10 drive image backup and then did a Win 10 to Win 11 upgrade.
I have two main SSD drives : One has Win 7 and Lubuntu and another has Win 11. Both are UEFI-GPT and are independent. There is another HDD for data only that is part of Win 7.

On BIOS my priority boot is Win 7. When I want to use Win 11 or Lubuntu I launch the boot menu (F12) during POST and choose Win 11 or Lubuntu.
But now when I exit Win 11, Win 11 is the first BIOS boot option. I have to enter BIOS to change the Boot priority back to Win 7.
Never had any issues with Lubuntu or Win 10.

Does someone has seen the same on their computer?
Does someone knows how to set Win 11 so it doesn't change BIOS boot priority?

BIOS/UEFI is not actually changed, it only reads first usable BOOT sector on first disk it finds.
You have few options to change that. One is to swap places for disks 1 and 3 so 3 is first SATA port.
Even handier way I use is EasyBCD installed in first BOOT-able OS (default in BIOS) which is of great help to make a BOOT menu to chose which OS to start. When you start your PC it will display a menu to choose OS. Don't have to fiddle with BIOS settings. That could be done from Msconfig too but this is easier. Program doesn't have to be resident, once you set everything it could be uninstalled.

Sorry Mike, but that is not the way of a boot sequence, specially on a UEFI - GPT where there is no BOOT sector.

UEFI BIOS looks for Boot managers on the EFI Fat 32 partition of the drives.
BIOS has a priority list and this list is being changed by Win 11

Whatever it's called, that's what BIOS looks for but does order change just because OS is booted from ?

It is not Windows 11 that is changing the boot priority order - it is the UEFI firmware doing it.

I also had triple BOOT, W11W11 insider dev (W10 before this one) and had Linux Mint, each on own disk but it never changed even when when I choose from BIOS.

Some firmwares change boot priorities and some don't. I have a desktop computer and if I mess with the BCD on the default EFI System Partition, when I reboot, the UEFI firmware detects the change and will boot into my secondary EFI partition which is on my rescue drive and boot into my custom rescue environment. I have to go back into UEFI settings and reset the desired EFI System Partition as first in the list again. But it is entire a function of the firmware - Windows 11 is not doing it.

I also have Lubuntu. Every time it does a core upgrade it rebuilt the Grub boot loader script (update-grub) and it changes the BIOS priority to Lubuntu.
I will find out what is done under Lubuntu to see if I can block the changes in Lubuntu and Win 11

More evidence that it is the UEFI firmware itself changing things, and not the OS.
