Windows 11-empty taskbar, setting dont work

Hi, I have a problem with windows 11. Two days ago I installed a new patch and yesterday I wanted to turn on the laptop. Loading took an extremely long time and already when it loaded I had an empty taskbar, I tried various tactics, but most of them used the settings, but I can't turn it on. I tried to solve it via cmd, but I couldn't. Nothing has changed today, I tried to solve those settings, but they can't run via windows + r. And most of the videos solved it through the taskbar, but I don't have it, so I'm stuck in an endless cycle where nothing really works for me.

So you installed a ‘patch’ and your problems started, I take it was ok before? What build of Windows are you running? What was the ‘patch’?
A clean reinstall didn’t work?
What are your machine specs?

Yes everything was fine, I downloaded the update (KB 5009469), which was released in 8.2 2022
I had two issues in one, I couldn't open the settings and I didn't have a taskbar. Eventually I managed to open the settings through the first video but after I restarted the laptop it didn't work again.
So when I managed to open the settings
1. I tried to uninstall the update but it wasn't there. This update has tried to reinstall me several times but always unsuccessfully writes me a "download error" there
2. I tried to return the laptop to the last update, but it was not possible because it does not light up for me and so I can't push it.
3. I tried to reinstall windows 11 but during the reinstallation an error jumped out and the reinstallation was canceled.
After that, I was really frustrated, today I spent at least 3 hours on it.
But I'm afraid that when I turn off the laptop and then turn it on again, it will be the same as before.

Are you talking about the 2 Cumulative updates that came out on Tuesday ?
I had no issues after installing them.
