Solved Windows 11 Flickering taskbar issue


You need to execute Dism command from normal mode as it uses Windows Update service which does not work at Safe Mode not sure.

Also from WinRE use Startup Repair and System Restore tools.

DISM command I have tried (as said in my question) and it looks like it needs cmd with admin rights.
I have used start up repair and no luck
System Restore has no restore point of windows to restore it back.

I had recently upgraded windows 11 to windows 11 22h2 and it had went for Windows Update and then suddenly i start getting this message.

From WinRE uninstall update that was installed if you think update cause the problem.

It says "We ran into problem and won't be able to uninstall the latest quality update of Windows" This message is appearing in both the option when I try to uninstall updates

If you want you can try command-line option, you can also use Dism and SFC commands from WinRE.
For DISM it needs a drive with windows in it..right? what do you want me to do with sfc command?

Yes you scan Windows partition checkout the video you can't execute SFC and Dism command same way you do in booted Windows 11.

The video needs windows installation in dvd drive? I don't have that as my main PC files are corrupted

Not right no! Say I create windows 11 bootable and execute DISM command then what is the next step?

When you execute Dism command that will repair damage component store files which are use by SFC command to repair damage Windows system files.

You should have latest version of the Windows 11 bootable drive.

Ok is there anything beyond DISM that can be done? is that last and final step?

You can boot your computer into normal mode and from Task Manager if you can terminate Explorer.exe and from task manager start the Command Prompt from Run New Task make sure to place a check mark on create task with administrative privileges and execute below command one at a time.

DISM command was completed fine with 100% success.
scannow didn't find any integrity violation
last command executed. Same issue still persisting. REALLY MAD NOW!!! :mad::mad::mad::mad:

I do have Start is back installed on my machine. can that cause the issue?? But then the start menu and taskbar should be visible when booting in safe mode. In fact once i saw the start menu in safe mode and when I went to settings and update there i couldn't see the list of updates... in fact it is pretty much blank in the update screen.
