I believe that is an enablement package. What error do you get?
Is it error 0x800f0843? If so the following is a statement from Microsoft. reference Windows 11 Insider Beta Preview Build 26220.8680 - Windows Insider Program

• If you were seeing error 0x800f0843 when attempting to install the previous update, that should be resolved now.
