For the Lock/Logon Screen, it's using a special Z-depth in the Window Manager to keep itself as the topmost screen, hiding everything else. You know it's the legitimate Lock Screen and not some app trying to steal your password, because you can't ALT-Tab or use any window function.
In order for Widgets to work, it has to share this window space. But Widgets can't be built into the Lock Screen itself, because that's a total security risk. There's some hidden security model working behind the scenes, and touching UAC breaks that model.
