It applies the commands on run, and then continuously checks the metrics on a time table. Running it at all times isn’t mandatory though. You probably won’t need to run it again unless something changes the metrics

This was still bugging me so I figured out a wording of the question in google AI. It explained the Metric setting, lower is a higher priority. I made the changes and thought I had victory. ...well partially.

One of my SSID (VPN) is for a different country and the PC properly changed to it and the tray icon reflected the change. One thing still tripped me up though, I tested after a reboot and chose my other SSID and it didn't take priority as I expected. It turns out I needed to switch to that network and change the Metric for that SSID (and any others) separately. In my case all the wifi's are set to 1 and the ethernet to 10, but you can prioritize multiple adapters or wifi as you may have a need for.

For me, ethernet is the fast default, but if I want to use the VPN, I select that wifi. Just as I wanted!
