I just installed Windows 11 (v21H2, Build 22000.194) on a local computer and looked at the new Start Menu and I cannot believe what they did. The Start Menu is totally unconfigurable.
1. It has a jumble of their apps in no particular sequence (probably the ones they want you to use first).
2. There is no way to group apps. That was the best feature of the Windows 10 Start Menu. I could set up my most used apps in a group or groups.
3. I deleted a bunch of stuff from the "Recommended" list, but then they returned. There were files that were several years old. The only way around it was to shut off "Recommended".
I suppose you could go through and rearrange everything but that is a pain. And what stops MS from setting everything back.
