Windows 11 stuck at login and need cmd

I recently upgraded to Windows 11 but then i restarted my computer and when i try to click sign in it gets stuck at Just a moment... This would not be as big of a problem if i didnt have access to the Command Prompt, i shift restarted and went into the troubleshooters but i dont have the advanced options including the cmd, i saw this could be solved by logging in Windows and typing a command in the cmd but i cant do that, is there any other way to enable it or even open the cmd without the advanced recovery options? I dont posses a usb to boot from as of right now but if nothing works ill have to do that, thanks.

The Upgrade to 11 didn't go well.

At the Just a Moment... window hold the Shift Key +F10 at the same time. It should load the Command Prompt.
If not, hold the Shift key and shut down. Then while still holding the Shift key, start the computer. If Windows starts to load, shut it down and restart holding Shift.
If you do this 3 times in a row, you will get the Troubleshooting menu.

On a working computer, download the Windows 11 ISO Inage and burn it to a USB Flash drive.


Boot the computer with the USB Flash drive, choose your Language then choose Repair Your Computer. Which will load the Troubleshooting menu.

The Just a Moment is not a Window its when i click sign in on the w11 login screen then a circle and a text saying Just a moment appears, didnt work, I have been to the troubleshooting menu but in the recovery options i dont have all of them, and thats where the cmd is too
Is there anything else i can do before doing the usb process?
