Windows 11 suddenly need 5 minutes to start most services

The past week I've been trying to troubleshoot this nasty problem. When windows loaded the welcome screen will be stuck for at least 30 seconds when the task bar already appeared. After that windows start up chime plays and only file explorer, browser, and discord will run. After long 5 minutes all the services load at once and everything works as normal. I've tried clean boot and it results in the same cycle. Only Safe mode results in 10 seconds boot and everything works like how it used to be. I'm running out of options for troubleshooting. and each restarts cost me almost 10 minutes to start working another troubleshoot.

I got everything except the 3rd step. Running Gather_additional_dump_files results in my PC eventually unresponsive and restart itself after a while (Did this 3 times. Same result). Also I only did 4 passes of ram test since I don't have more time today to do more passes, I needed this pc for work. But all the passes has 0 errors so I think my memories should be fine.

6) Open disk management > widen each columns and rows > make sure that characters are not cutoff > post images or share links





7) Create a bootable Windows 11 Media Creation Tool (MCT) (Windows 11 iso)






8) List any of these installed non-Microsoft software:
a) Antivirus
b) Firewall
c) Disk encryption




9) Read this link on Windows Driver Verifier (WDV):

Enable and Disable Driver Verifier in Windows 10




10) Create a new restore point





11) Learn the methods to recover from BSOD caused by WDV by booting into safe mode and running one or more of these commands:

verifier /reset

verifier /bootmode resetonbootfail




(option nine and seven)





12) Plan to run the tool with various customized test settings.

a) Test all non-Microsoft drivers

b) Test no Microsoft drivers

c) For the first run of WDV select the 3 customized tests displayed in the TF tutorial






13) Whenever the WDV tool is started if there is no immediate BSOD then open administrative command prompt and copy and paste:

verifier /querysettings

WDV can run continuously during the testing.
