I can confirm this, changed the values in registry, and after many hours of inactivity, all is good, nothing was resized/moved. But yeah, I guess that if I deleted those additional values, it would also work. An easy fix indeed.

I ran into this issue immediately after applying the 24H2 update. Very frustrating. (I guess I should have waited.) I'm trying the registry changes proposed in the Microsoft Answers and follow up if they seem to work.

Unfortunately, the registry changes didn't seem to have any effect on the problem.

@PensiveGecko Just to make it cleat what I did. I completely deleted these keys and rebooted:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\Connectivity
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\MonitorDataStore
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\ScaleFactors

Those contain every monitor ever connected related data and repopulate for the active one with the effective values upon the deletetion.

Funny, I also just ran into this issue yesterday, also with IDM. In my case it seems that the Windows Power Toys may have been the cause. I have uninstalled Power Toys and have not encountered the issue again, although I have probably only used the PC for about an hour after uninstalling Power Toys.

I am currently on a different PC.

EDIT: It is possible that I might be a couple builds behind for the version of Power Toys. I will wait a while and if I can confirm that Power Toys really seems to have been the issue I will try installing the latest build to see if that works better. Of course, since IDM (Internet Download Manager) was the only thing affected for me, it is possible that it is some quirk of IDM interacting with Power Toys.

I don't know, both my issues got resolved with editing the registry, aka values, or deleting it, so no more moving since then. But I also noticed when I installed new gpu drivers, then the same issue appeared in registry, and I needed to change the values aka resolution there again, dunno why it adds it there.

I have noticed the same things happening to me on 24H2. My 2 screens are fine when i turn off monitors at night. In the morning some of my apps are very larges on the main screen. When I open options in one of the apps it displays on the other screen. I have to drag it back. Very annoying I must say. Hope they can fix that soon.

@dop, I just tried following your suggestion, and it seemed to work! (Specifically, after following the steps you outlined above, I configured the display to sleep after 1 minute of inactivity, waited until the display went off, woke up the display, and checked all the windows. I couldn't find any whose size was reduced.)

My life is now better because of you—thank you!

I also deleted those values, but before deletion, I just changed the values, and like that it was ok, until I install new gpu drivers, then needed to change the values again, but nothing would move...but when I deleted these values, and restarted PC, IDM started to move again, because new values were created in the registry, so it seems that it is better to have the values changed without delete. Anyway, it's annoying, they should fix that already.

Actually deleting doesn't do much cause the values keep getting back there in the registry, and IDM was moving around because of the simulated folder in which the resolution was 1024x768, so I had to rename and put my main resolution there also. So for now the solution is to modify values, without deleting, cause deleting and updating GPU drivers reset the values, and then you have to modify again.

I also have to admit that in some rare cases the issue still re-appaears when my monitor goes to sleep. I can't identify the circumstances under which this happens, but forefront window (i.e. Chrome) gets resized, but not moved. Anyway, despite the hack with the deletion helped me a lot, the issue is definetely still there and all hopes go to Microsoft to get it addressed.

On my own research into this I've seen in various places on the internet this problem being flagged from as early as 2011. Certainly, I had this problem when using Windows 7 and onwards. I wouldn't hold out much hope of Microsoft fixing it now — but I dare say you never know.

To quickly deal with Windows resize and positioning I would recommend Sizer 4.0. I wrote (as LastUnicorn) some instruction on setting it up here: How to view two pages on one screen? I've been using Sizer for years and would nowadays be at something of a loss without it. It's a very useful addition to a system.

Deleting doesn't resolve the issue because every time you restart the computer (or even when monitor goes to sleep mode), the old values will be back in the registry, aka smaller resolution than your monitor...the solution is to just change everything aka modify to fit your resolution, and the problem is solved, it will not change even when you restart. It will change only when you update GPU drivers, which is not so often, and then you just modify again. I had the same problem as you, Chrome resizing, and IDM moving, even when I deleted values, so I figured out what I wrote in this post, and it is the only solution without having to use some other software for it.

I seem to have fixed this today by changing the settings on my LG widescreen monitor - Deep Sleep mode to Off and Smart Energy saving to Off.

So, just to confirm, are the values to change PrimSurfSize.cx, PrimSurfSize.cy, ActiveSize.cx, and ActiveSize.cy? I was under the impression that I had tried updating all of those but still saw the issue.

In my case I can now confirm that it was Power Toys causing the problem. Have not had a single occurrence since I uninstalled Power Toys.

Sadly for me I will have to continue with that little bug of resizing for now because I depend on Fancy Zones to dual log in my online game. For me it is just a bug that happens every now and then. More often than I like lol. I hope they fix this with a update of PowerToys soon. I wish you all the luck in getting this fixed. I hate these bugs also.

Earlier this bug was fixed by removing old monitors from Device Manager, or by editing PrimSurfSize and ActiveSize. But since Windows version 24H2 this no longer works, and screen DPI temporary changes from 150% (or any another current vaoue) to 100% when display goes off and on. For me this issue is because of custom DPI setting, and I found no solution yet.

Interesting, cause I edited all of those wherever I found them, and never had the problem until I update GPU drivers, then I do the same, and again, no problem, and I do have 24H2 with all the latest updates.

I'm giving it another try. (I'm not sure, but there may have been a GPU driver update that perturbed my last attempt.)
